Example: A weather change could leave a field group far from safe shelter. Controls might include a verified shelter route, weather monitoring, an earlier stop trigger, and a smaller operating area. The actual plan needs local approval and practice.
Do not use a low numerical average to excuse a potentially fatal hazard. A rare event can still need strong controls or make an activity unsuitable.
